It does not give them a ready-made acceptance limit for every transformer. At Zisheng Electric, the useful procurement question is whether the specified test, measuring system and acceptance record describe the same equipment and duty.

This standards update is written for EPC procurement managers, owner engineers and quality teams preparing bids or factory acceptance plans. It separates the published change in measurement guidance from the project decisions that still belong in the transformer specification.

What IEC 60270:2025 changed

La official IEC catalogue records publication on 5 June 2025. The fourth edition replaces IEC 60270:2000 and Amendment 1:2015. Its scope is charge-based partial-discharge measurement under AC test voltages up to 500 Hz or DC. The published revision highlights a clearer focus on charge-based methods and updated measuring-system and calibrator performance provisions.

The procurement consequence is an edition review. A template that still cites the older document needs an explicit decision by the project engineering authority. Publication of a revised standard does not, by itself, rewrite a signed contract, an owner-approved test plan or a utility specification. Record the adopted reference and resolve any differences before bids become binding.

Seven checks before the transformer RFQ is released

1. Separate the measurement method from the equipment requirement

Write down why partial-discharge measurement is being requested and which transformer test it accompanies. Identify the applicable transformer standard, equipment voltage class, winding and terminal arrangement, and purchaser additions. IEC 60270:2025 provides measurement guidance; the equipment specification and contract must establish the required test conditions and acceptance criteria.

A statement such as “PD tested to IEC” leaves several questions open. What was energized? At what agreed test stage was the reading assessed? Which terminals were monitored? Which record demonstrates the result? These details influence test planning, quotation scope and the evidence the owner will receive.

2. Agree the voltage, duration and sequence separately

Do not copy a test voltage or apparent-charge limit from another voltage class, another transformer type or an unrelated online example. Ask the responsible engineer to define the applicable test schedule and its source. Identify any preliminary, observation and final recording stages required by that schedule.

Clarify whether the quotation includes the complete specified test sequence, purchaser witnessing, report preparation and any agreed repeat following a setup problem. The commercial comparison should expose these assumptions. Two offers carrying the same “PD test included” note can otherwise cover different work.

3. Identify what measuring system is being offered

Request a measuring-system description appropriate to the specified method, with instrument identification, relevant connection arrangement and the reporting quantities. An electrical apparent-charge measurement and a non-electrical detection technique should not be presented as interchangeable evidence merely because both are described as partial-discharge testing.

Additional techniques may help an investigation, but their purpose needs to be stated. A location exercise, an online screening activity and a specified factory acceptance measurement answer different questions. If a bidder proposes another method, require the technical basis, limitations and owner approval rather than accepting the substitution through a generic compliance box.

Bid statement

Useful clarification

Décision approuvée

Test complies with IEC

Adopted editions, equipment test reference and purchaser additions

Whether all bids use the same contractual basis

PD measurement included

Test stages, terminals, quantities, recording method and report scope

Whether the quoted scope produces the required evidence

System is calibrated

Calibration arrangement and relevant performance-check records

Whether the measurement chain is adequately documented

Low background noise

Observed interference record and agreed handling of a compromised measurement

Whether an apparently quiet result is interpretable

Test passed

Equipment identity, measured result, test conditions and acceptance reference

Whether the claimed outcome can be reviewed and traced

4. Review calibration as part of the measurement chain

A certificate for one instrument is not a complete description of the installed test arrangement. Ask how the proposed procedure establishes and records the relevant calibration and performance checks for the measurement chain. The test specialist should define the appropriate arrangement and evidence under the adopted standard and equipment procedure.

For the purchaser, the practical requirement is traceability. The report should identify the relevant instruments and supporting records clearly enough that a later reviewer can determine which system produced the data. An unreadable certificate reference, an expired record where validity is required, or an unexplained instrument change should be resolved before report acceptance.

5. Define how interference affects acceptance

Agree how the test team will record background conditions and distinguish interference from the measurement being evaluated. Do not prescribe an arbitrary universal noise threshold in a commercial template. The acceptable measurement conditions and any necessary investigation belong in the approved method.

When noise compromises interpretation, the procedure should identify who can pause, investigate or repeat the measurement. Preserve the initial observation and the reason for subsequent work. Removing an inconvenient trace from the report does not establish a valid result. A clean-looking screen capture without test context is also poor evidence.

Gulf buyers should distinguish factory measurement conditions from the eventual installation environment. Coastal pollution, dust, heat and site access may affect the equipment design and maintenance plan, but a factory partial-discharge result does not by itself demonstrate performance under every local condition. Confirm actual site data and utility interfaces in the project specification.

6. Make the report equipment-specific

Require the transformer serial number, approved drawing references, relevant winding and terminal identification, test date, applicable procedure, measuring-system identity, test conditions, results and acceptance reference. Record departures and their disposition. Where plots or digital files are required, agree their format before the witness visit.

The broader transformer factory testing process provides context for assembling the dossier. Keep the PD measurement record connected to that dossier without treating it as a substitute for the other required electrical, mechanical and document checks.

Define the evidence register before FAT so the agreed measurement can be traced to the ordered transformer.

7. Freeze witness and deviation decisions before production

Identify which activities are hold points, which are witness points and which can proceed after the agreed notice period. Confirm the owner representative, document review route and response responsibilities. If a proposed test arrangement differs from the inquiry, close the clarification before manufacture rather than expecting the FAT visitor to negotiate a new acceptance basis.

Keep commercial and engineering decisions linked. An added recording requirement, specialist witness or repeat test can affect schedule and cost. A controlled change should state the agreed scope and approval, so the supplier and EPC team work to the same requirement. The design-to-manufacturing workflow is the right place to establish those interfaces early.

Questions buyers often leave until FAT

Does the revised standard make an older test report invalid?

Not automatically. Review the report against the contract, the equipment identity and the evidence required for its intended use. Decide whether it is applicable supporting evidence or whether additional work is needed. The adopted standard edition should be explicit; neither unconditional rejection nor blanket acceptance is a useful shortcut.

Can every transformer use the same pC acceptance number?

No universal value is proposed here. The applicable equipment requirements, test conditions and purchaser specification must establish the acceptance basis. A number without those conditions cannot provide a fair bid comparison or a reliable release decision.

Turn the standard reference into a workable inquiry

When reviewing a 132/138 kV power transformer ou un 110/115 kV power transformer, define the ordered electrical configuration and test scope together. These product families are starting points for discussion, not a claim that every Gulf network uses either voltage.

For IEC 60270:2025 measurement planning, send Zisheng Electric the drawings, data sheets, load list, technical specifications, single-line diagram, grid parameters, environmental conditions and installation-site constraints, along with the proposed FAT schedule and acceptance references.
